How are you trying to turn it on? Shortening the power button pins?

Take a picture of your front panel pins and post it. If they are shorted, just bend then back straight.

Depends on what is actually being shorted, but likely yes - the green LED is more or less a "the PSU is connected" type notification.

Depends on what is actually being shorted, but likely yes - the green LED is more or less a "the PSU is connected" type notification. 

Thanks for the help but the pins are straight, I even tried to use the connectors from the case without much luck

Plugged it in, still nothing :( I'll send this motherboard back I guess, it must be dead!
