Technically no. Having higher FPS might be a tad bit smoother, it isn't that much noticeable, So aim for best quality at 60 FPS.

Well, seeing as you have a 60Hz monitor, I'd go for best quality at 60fps but that depends on the hardware you run the monitor with.  A lot of 60Hz monitors can overclock to around 70-75Hz.  There's a very subtle difference between 60 and 75 fps after that but at a stock 60Hz, no.

Technically yes. Having framerate > refresh rate objectively changes the actual information being displayed on your screen every refresh, with both positive and negative impacts (less latency on average, better frametimes for smoother gameplay, but you always get screen tearing).
