New 6700k on stock speeds running at 88-89c

So I recently upgraded my pc and I'm putting everything together today. Everything is going well except the temperature of my 6700k on stock speeds is 89c. I use a H75 corsair liquid cooler and an Asus z170-a motherboard. Everything right now is currently on a "testbench" (motherboard box).

Reseat the cooler and reapply thermal past if that doesn't help.

That temporarily fixed the problem. It dropped to 42c which I still think is pretty high for stock.

And also it steadily rose back to 82c. (I stopped it before it reacher 88-89c)
