skipping internet with ethernet

I have a wire from my router downstairs to my pc and my ping on games (CS:GO) was always good, and still is. but recently every couple minutes ill get a couple lag spikes and get bungee corded. speed test says my ping is fine at around 25, and in game it says its 20-40 but im not sure if its my internet or valve servers.

Are you comfortable with your local ip and router gui? Maybe someones got on your wifi or you could reset your router.
