Clock speed will change depending on the demand put on the CPU, unless you want your CPU running at the max OC all the time. Some people like to do 24/7 with their OC, I personally don't. Check CPUz (or HWinfo) when you're doing a stress test (AIDA64, Cinebench, etc) to check the max clock speed and voltage. It doesn't matter if it's the 'turbo' setting or the actual core clock, if CPUz/HWinfo is reporting 4.5GHz under load, it's running at 4.5GHz. AI Suite also changes the bios settings, and any changes in the bios are reflected in AI Suite. If you really want the core clock multipliers set at a specific number, do it in the bios.
