CPU speed locked

Hi I have a laptop which is an acer aspire 5750 and its not made for gaming so I use intel hd graphics 3000, and my cpu is i5-2430m at 2.4ghz turbo boost to 3ghz. Now when I used to put the battery on high performance the it would say on task manager that my cpu speed varied, always above 2.4ghz (as if it was turbo boosted) But now no matter if it is on high performance or power saver, it says the cpu speed is always at 2.4ghz. I play csgo on this laptop and being in game also now makes no difference and I have noticed a decrease in fps ingame. Please could somebody help me, thanks in advance. I cannot find any option for turbo boosting in the bios, and I believe it used to be turbo boosted but isn't anymore.

If could be your chipset update. Your motherboard might not support overclocking anymore due to the many companies only making certain motherboards overclockable.
