My CPU is throttled, what to do?

since about 1 week, when i do some gaming,my core temp goes about 90-100 degrees.

since yesterday my CPU has been throttle permanently down to 3.1GHZ even when at 40degrees.

my gaming experience is like -15FPS now.

 

so i cleaned my watercooler and now temp is good. 70-80degrees while gaming.

but my cpu is still permanently throttled down at 3.1ghz.

how do i make it go back to its normal spped 4.0ghz?

 

specs:

i7 4790K 

GTX980

16GB DDR3 ram

MSI Z97-A Gaming6 Mobo

I didn't read so he should clean the dust or reset cmos

Try resetting the CMOS, maybe you accidentally set something wrong. Also, your temps seems kind of high for a watercooled CPU. I have the 6700K with a Kraken X61 and it doesn't get past 45*C in full load.

Sounds like you don't have the watercooler seated properly. Is the bracket on the back of your mobo seated correctly, when you touch it does the back plate wobble? Are you using too much thermal paste, or not enough?
