My build (http://pcpartpicker.com/p/PbRhnQ)

This build was an upgrade from a previous build I had. I replaced the CPU, motherboard, and RAM, while the HDD remained from the previous build. The HDD has Windows 7 installed on it with all my documents. I have not overclocked the CPU.

Description of the error: Computer starts up and loads into BIOS. The BIOS screen recognizes all the components in my build. After BIOS loads, the Windows Error Recovery screen shows up. After selecting "Start Windows Normally," the Windows 7 loading screen comes on. The loading animation plays for about 2 minutes, and then the screen goes black and then returns to the Windows Error Recovery screen. The computer does not restart during this time (or at least the CPU fans continue to spin and the lights on the motherboard stay on).

I have tried using Partition Wizard to remedy the problem but I do not really know what I am doing and solutions similar problems asked on forums like Tom's Hardware do not seem to work in my circumstances.

I have also tried running Windows Startup Repair, but that never seems to find a problem.

I've done the basic stuff like wiping the motherboard memory and whatnot.

Does anyone have a potential fix to this? I think the issue my computer is facing is different from most bootloops because it loads into Windows before reloading the BIOS. Any help is greatly appreciated.

I do have the possibility of wiping the hard drive and reinstalling Windows, but if I do settle for that solution I would like to recover the documents on my HDD. If there is no solution to the problem other than this, if someone could recommend ways to recover these files I would be extremely grateful. Thanks!

Replacing the CPU and RAM are a slice. Mobo though? That's a lot of different drivers and components. You're looking at full reinstall probably.

Could try booting to safe mode to see if you can grab files?

Can you access safe mode? If you cannot boot into Windows using any method at all, I think there are some Linux-based OSes out there which can run off a flash drive and lets you access the files on your PC.
