so before i reinstalled windows and wiped my HDD i uploaded all my needed files to google drive, and i just tried to download my OBS config from my own google drive ad it says download forbidden in the download bar on the bottom of the screen, anyone know how to fix this?

 

and i just noticed its trying to download like a .htm file instead of the file itself. i right clicked the file and choose download from the pop up menu so i know i picked to download the file and not anything else. i tried to download other stuff in my google drive and it tried to download the same file and not the thing i am actually trying to download.

If you google this problem , you find that clearing cache/cookies or using another browser are possible solutions. 
If it were me, I'd download the drive for desktop app, get my files back, and than run away again from drive as hard as possible.

i did the reset chrome settings and the fixed it. i did google the problem first but all i got was posts saying stuff like oh the file must be owned by someone else so thats why that happens. so thats why i said it was my file that i uploaded in my OP

You might accidentally be downloading the web page instead of the file you're actually trying to download, since it's getting a .htm file. Try selecting the file in Drive, then in the menu with the 3 dots, select download, and see what happens.

 

When you right clicked, did you get the drive-styled context menu or the windows-styled?

That's exactly what I did. I was not download gthe page I even clicked on the thing it's self and did download. But I had to reset chrome settings to fix it
