What is it? and am I able to run a dual GPU, 1 being the main for games, and then one running the PhysX only to take the load off the main? If yes, which card would work for it?

Nvidia has a great FAQ. As for any benefits you might see? Probably none. Maybe a little bit better performance, but not much. It's just better to normally SLI it.

It's a proprietary technology by Nvidia developed to hinder performance across AMD cards. Most games don't use it at all and can be easily turned off. If you really want it, you are better off using both of your cards for normal SLI rendering and letting Nvidia's control panel settle all out for you.

I think he means he has an old Nvidia card and a New one, and wants to run the New one as his main and use his old one for physyx. Honestly I would just sell the old card, but if you don't want to sell go ahead.
