Both is at 60 FPS and 46 GPU Temp. My PC specs is:

 

i5-3470

MSI Z77GA-G45 Gaming

MSI GTX 660Ti PE

2x4GB Corsair Vengeance 1600Mhz CL9

I have very similar PC specs and I am able to play it. I do turn my graphics settings down quite a bit for online play though. Just to make everything as smooth as possible at 140 fps (i have a 144hz monitor) however you are aiming at 60 fps.

I would turn down lighting, shadows and physics. I noticed a huge framerate boost while In multiplayer after turning those to medium instead of ultra. Multiplayer games, depending on what you are playing, can be more computer intensive due to much more happening on the "field" at once. Play with your settings and I will be you will be able to find a spot where you can stay at 60 fps in multiplayer.

But it doesn't lag at mid game. Even at the start when you just have the starting SCV's,it delays 1-2 secs the whole game :(. But my frame rate isn't going down :(

It sounds like it is network lag. If you ctrl+alt+f in game you can see your connection speed to blizzards server (will have ms beside it). This would explain why it is only noticeable in multiplayer games because campaign is all local on your machine while multiplayer games require you to stay synced to blizzards server. There are many blizzard servers around the world. If you are connecting to North America from the Philippines then this is most likely why. Try connecting to Blizzards South Asia server.

I am connected on the South East Asian Server :(

What is your 'ms' while in multiplayer games? Do you know what your download / upload bandwidth is roughly?  

 

If you would like, follow this guide to run a trace-route to the south east asia servers and upload the .txt file after you are done. 

 

This will help to see if it is network related.

Here, im not sure about my internet's speed :(. but i can play Diablo 3 in Americas server with no lag,and other online games with no lag at all.
