Program to combine multiple USB drives.

I have 3 usb drives and there is sometimes copies of stuff on both of them and sometimes not. I want to combine all 3 of the flash drives into 1 flash drive. Is there a program that can do that?

I want all of it to be combined into one folder. So only one copy of a file. I know not that safe, but I will put that folder on the 3 separate drives after the process is completed. I just want the drives to be mirrors of each other.
