Case fan speed ramp up to full speed in OS

If he has ASUS Suite installed, that will override the bios settings once the program gets loaded inn.

This is a problem my friend is having. Even with his fans set manually to 30% in BIOS once the system boots into Win 8.1 all 4 case fans ramp up to full speed. The 4 case fans are from 2 different vendors and the cpu fan works fine. 

The motherboard is aa ASUS 970 PRO Gaming.

 

Does anyone know what could be the cause of this?
