Cant turn on Firewall, HELP!

Thanks in advance! 

 

Hello guys recently i realise my firewall is turned OFF and decide to turn it ON, but i cant.   

Every time i try i get this message:

I tried to turn ON from services.msc, but i get this error:

It looks like a privileged error. Group Policy error i believe. Try going into cmd (As administrator) net user Administrator /active:yes

Try to go in and turn on firewall.

If that doesnt work run CMD (As administrator) type sfc /scannow

If that fails too remove any spyware or antivirus software you may have.
