is this good placement of a radio "antenna"

Ypu should match the antenna for the lowest frequency. The upper once will run in a higher mode and should also work. But you may have to test different lengths to fine the best compromize.

So I'm trying to receive better reception on all radio channels FM and AM locally and shortwave (2.3-22mhz) channels better. Is this a good "antenna" placement? I use quotes because it's just a long piece of speaker cable.
