stuck Programs are stuck on Windows Installer [Windows 7]

Hey Guys,

Currently having problems installing older games. I recently tried to install TDU1 on my Windows 7 PC. Everything goes correct until this: http://imgur.com/90TihG1

It's stuck on that, nothing progresses. Funny enough, I was able to install TDU1 on my Windows 8 Laptop. And now for some reason after a reinstall of the game because of broken mods, I can't seem to install it now on my Windows 8 Laptop. Which hey, it doesn't annoy me as it's a work PC. But my Windows 7 machine does. 

 

I've tried:

- sfc /scannow in CMD. Everything is fine

- Doing the windows installer compatibility setup. 

- Removed Anti Viruses. >> Malwarebytes

And a range of other stuff. And still no fix. 

 

Some of the games I've had problems with installing

- Test Drive Unlimited 1

- Lego Harry Potty

- Need For Speed Undercover 

 

The games are just stuck on the installer. It's so annoying. Please help guys
