Frames per second problems on some games

I'm using a 32" Samsung 1080p tv as my monitor via hdmi.

4690K, R9 390 with the latest drivers.

 

On some games, Crysis 1, in particular, the frame rates are at 24fps.  Obviously my rig can do that easily.

 

The 24fps locks when vsync and/or full screen are off.  I want full screen and I want vsync.  Screen tearing is horrible.  What's the fix to this problem?

 

Some suggested screwing around with a custom resolution.  I tried with 1910x1070.  It's ok at first but the game crashes.  Maybe it's crashing because of the odd resolution it's trying to push.

 

Any ideas?  On newer games it's fine.

60.

It's a brand new tv.  I played other games and it runs and displays 60.  Only older games cap out at 24fps.

I also have this problem with my Nvidia card.

If anything the problem is probably with the game or windows (OS) settings.

It's not the TV that I can tell you atleast. Check in the crimson software if the games isn't locked to 28 fps? It can still exceed 28 but the gpu core clock only works hard enough to get 28fps

Right, it's not the tv.  There are 2 hdmi inputs.  Once for "regular" and the other says something like DVI... something.  I tried both and they cap out at 24fps.  When I turn off vsync or play in windowed mode, it can go well above 60 according to the Steam frame counter.
