Right click on CSGO in your steam library, go to properties and under the General tab, click on launch options.

Let's say I had a 1920 x 1080 monitor, and I wanted black bars to make it 4:3. keeping the 1080 vertical resolution, and changing the aspect ratio makes it 1440 x 1080. So:

Type into launch options:

-w 1440 -h 1080

Restart CSGO and go to video, set aspect ratio to 4:3 and set resolution to 1440 x 1080.

Your resolution may vary depending on what monitor you have.

Wait, do you want black bars or not?

Is it that you have a 16:9 monitor, and want 4:3 unstretched or stretched?

So you want want a 16:9 monitor to display a 4:3 image stretched back to 16:9...

WHY?

it actually makes the targets bigger in the game, many of the pros use it and i have learned to like it... then amd came out with an update :'(

Dude, it's not good for your muscle memory. Stretching the image like that means that moving your mouse will appear to be more sensitive on the horizontal axis, yes the targets will be wider, but the fact that your mouse is now inherently more sensitive on the horizontal axis (because of the way the screen is stretched) means it can be HARDER to hit the targets. Visibility is best on native resolution and native aspect ratio.

Most of the pros use it because of how CS 1.6 handled monitor scaling way back in the day, and they're so used to that, they would lose their edge if they tried to change back to normal scaling.
