A friend of mines computer was unable to start due to this ^

Parts have been removed and re-assembled and it has windows 7 installed

Upon startup no noises like beeps sound but fans are in motion. Cant really find much more information.

Have you done a memtest?  Did the install go well or is something corrupted?

You can just pick it from the GRUB menu on boot if you've got linux installed.  Other wise, I think they offer some sort of tool on the website.

 

Note that depending how thoroughly you want to test, it could run for many many hours

The computer wont start up so they can't go to any websites, and Windows 7 is installed.

they'll have to use another PC to get a bootable USB stick (I believe it is) setup.
