I have been looking for a config for my new gaming rig...since 6 months...still not found a good config...now my question is which config is perfect for playing titles like gta V, witcher 3 and fallout 4 at 1080p 60 fps or so? As I live in India..and taking a look at dollar to INR ratio...I can go upto $800 or so...please guide me in this regard.. Thank you..!

In your case it's more about getting the best bang for the buck instead of aiming for 1080p 60fps on those game. Something like this is about the best I can do with that budget buying everything new and without moving to AMD's CPU:

This will give you around 55 fps on GTA, ~ 50 on Witcher 3. IF however you do have the option to buy second hand stuff then try your best to squeeze in a better GPU, such as R9 390 or GTX 970, which will give you 60+fps on those games.

I have to seriously caution against that power supply. 30 seconds of google-fu turned up over a dozen reviews on newegg of buyers saying it either failed immediately or within a few months of buying. Skimping on a power supply like that is literally installing a time bomb in your computer, and you didn't set the timer.

Sure. Go for something other than that PSU though, like everyone said. I'd say keep it at 600-650W, since maybe you need to upgrade something in the future that need more power.
