My CPU is i5 6600k OC'ed to 4,4 GHz and 1,340 Vc and i use onboard audio card from MSI z170 Gaming m3 board . Any idea why is it happening? (i got all new drivers and bios).

does it happen at stock settins too? try to increase your voltage, vccin too. or lower your oc by 100-200 and see if this helps. can be caused by too much vdroop.

if it was vdroop he would crash and the board handles the audio, this is audio chipset/audio driver issue.

Try to give higher priority to the process in the task manager.

CPU: Ryzen 3 3600 | GPU: Gigabite GTX 1660 super | Motherboard: MSI Mortar MAX | RAM: G Skill Trident Z 3200 (2x8GB) | Case: Cooler Master Q300L | Storage: Samsung 970 EVO 250G + Samsung 860 Evo 1TB | PSU: Corsair RM650x | Displays: LG 27'' G-Sync compatible 144hz 1080p | Cooling: NH U12S black | Keyboard: Logitech G512 carbon | Mouse: Logitech g900

Or more likely an issue related to another driver altogether.

Download the DPC Latency checker software to confirm, then start disabling/uninstalling devices and drivers to identify the culprit.

Likely won't help because this is an issue of realtime CPU performance, not absolute CPU performance. As is obvious in the OP, only about 50% utilization is observed when the problem occurs.

I missed that in the OP, I agree that it won't (or as it is in PCs, shouldn't) help then.

ive had exact this issue before on my old system and it was caused by too much vdroop, flash player did stutter somehow because of it. might be not his issue since youtube is now using html5.

i got like 1.340 per core and VCCT like 1.21 V i think . About drivers well they are only nvidia and realtek ones :P

Edit :

okay i changed sound quality from 24 to 16 bit (max one) and it kinda stoped maybe my headphones or audio chip does not handle this one well ;p
