Yes and no. Yes its reason why you can't just control it like you would with PWMs. But no, that doesn't mean you can't control it. Set fan header control in BIOS to DC/voltage, if possible. You should be able to use curves or fixed speeds with some limits. Like fan not being able to run under certain (30/40%) speed and jumps in rpm being bigger than with PWMs.
