Iphone 5s problem

i know her first problem was buying an iphone, but my sisters phone recently has decided to have battery problems of some sort, when you plug it in the % goes up to 10% and then slowly goes down as its supost to be charging, she googled it and it said to factory reset the phone, problem with that is we cant, it wont take a charge when plugged into the wall now, nor will it turn on, not even plugged into my pc, my pc dosent even tell me a usb device was found. shes a white girl and needs her phone, anyone know what it could be and or how to fix it without blowing the bank.

will the phone still turn on?

If so Try: 1. plug your phone to your computer and turn itunes on.

2. hold your phones Power button for 3 sec, Then BOTH for 10 sec Then Home button for 3 sec.

3. it should appear in itunes as a phone in Recovery mode and can ONLY be reset from that point on.

Its either the battery or the U2 IC chip that controls the battery and charging
