like have the drives plugged into a pc boot the program from the USB and move the data

So you're just wanting an OS that will let you move data. I would just go with a linux live drive  (mint, ubuntu, kali) you can boot into the live mode and move files and never have to do any install (usb 3.0 os recommended). But some recover disk and data oriented OS exist.

Download the desired iso and use LILI, rufus, xboot, or my favorite Yumi to make a bootable drive. Then after it finishes create a folder in the drive for your data.
