Replaced the cmos battery

So I recently ran into a problem where my computer will hang on startup. I can get into the bios, but if I let it start/try to boot into windows I get the spinning dots, they spin once, stutter for a quarter turn or so then freeze. It used to BSOD with a machine check exception, but now it just stays frozen. I wiped all my files and did a fresh install of windows and the problem persisted, I put my ssd in another computer and used Samsung Magician and the drive checks out. I've also tried clearing CMOS and taking out the battery with no luck.

 

Every once in a while I'll get it to boot into windows without a hitch if I unplug my system from the wall for a few hours but I'm not sure if unplugging is the reason or just leaving it off. When it does boot it runs fine and I just wouldn't shut it off. Yesterday I started getting larger slowdowns particularly when I was running a lot of things at once so I shut it down since I had windows updates and just installed a lot of utilities such as AI suite. I have another power supply I was going to try next but does anyone have any other ideas?

 

 

Also when I shutdown manually it sits on the spinning dots shutdown screen for a while (like around an hour)
