Anyway, a friend of mine wanted to build a computer for gaming (games in general, weather it be CSGO or Battlefeild, or whatever)

He does live in the USA. (I can get Windows for like, 20-25 dollars)

He´s still gotta pay for windows. And you just said how someone had an overpriced psu, which by the way is in the tier one slot for the forum psu thread, yet you have a very poor quality one in comparison. Also, that hdd is scary. And that case doesn´t even have front 3.0 usb headers.

More over the fact that you complained they were slow, yet chose a 5400 rpm one instead of the seagate barracuda for $5 more that was 7200 rpm. Not to mention the 8mb cache the one you chose had. I´m aware toshiba hdd´s are fine, I´m saying the one you chose probably isn´t the best choice, moreover for speed rather than reliability. And I´m not doubting the quality of the 210, I´m saying it´s 2016. With so many pushes being made to try and get type c and usb 3.0 out and phase out type b, there are other options that would do fine for cheap. For example, the elite version of the cases which costs only about $7 more. Or, you could´ve just dropped the idea of a 390 in a $700 budget, got a 380, got a case like a n200 or something, got an xfx or seasonic psu, and still be well under budget.

Whereas your build has slightly better components all around, but a worse GPU. At this point it is just a preference and what OP wants from their PC. 

The 600B is in the same tier as CX. You don´t get much worse than that.
