Changing a part in computer

CPU fx6300
GPU 280x

Looking to change either the CPU or GPU out, not sure which first. CPU doesn't even max out in fallout 4, ultra settings reaching up to 40-50, but almost never. Usually consistent 12-35.
Change it to low with lowered resolution and a nice very playable 30-40 in heavily intensive areas with 50-60 in most other areas.
I feel like this might be my graphics card struggling with the graphics in the game, especially it being SO heavily coded towards Nvidia. But I  want to be sure to switch out the right thing first to see the most performance increase.

Judging from these benchmarks your GPU should perform about as well as a GTX 960 in Fallout 4. So it's most likely the CPU that's holding you back.
