What happens if you type "explorer.exe" into the new task box

Explorer.exe is the whole shell of Windows. For some reason explorer isn't getting started when Windows boots. Try running sfc /scannow in a command prompt.

If it used to work, and now not (i mean every time you start the system you have no task bar and all that), then you go a system restore, allowing you simply bring back your system back in time (SHOULD not affecting your files (backup just in case, especially your latest files of importance)). http://www.tenforums.com/tutorials/4588-system-restore-windows-10-a.html
