yes, i know of the hard way:

 

enable remote desktop (only windows 10 pro though)

port forward

install remote desktop from microsoft on your phone

and you can shut it down with your phone :)

 

but there must be an easier way

I personally use an android app called Unified Remote which connects to the Unified Remote Server on my desktop, You'll need to setup port forwarding on your router for your computer so that the app can connect to your local network at home from anywhere with an internet connection. Its not too hard to set up and its really great. It has other features such as remote view and mouse and keyboard control as well as a load of other "remotes" that control various applications on the remote PC like youtube, netflix and media
