GPU usage and FPS randomly dropping

playing GTA 5 tonight I noticed my GPU usage will drop at random times from 98%-99% to about 40%. this kills my FPS, normally I get about 85-100FPS and it will drop to about 35FPS. I cant figure out why its doing this. its not temperature realted. my GPU temp is ~60C and my CPU temp is ~45C. anyone have any suggestions on what to look into for why this is happening? I have no programs running in the backround except for MSI afterburner to monitor the GPU, ect.

 

heres my setup

-i7-5820k @ 3.3ghz

-Asus STRIX 980ti (not overclocked)

-16gb DDR4 RAM, quad channel mode

update drivers....thats the best option. Otherwise, delete drivers, reinstall or use beta drivers. I have had best experiences with beta drivers

My PSU is a EVGA supernova 850G2

I have already deleted the drivers in safemode using the appropriate software and did a "clean" install of the new ones, still no luck

 

I just played Arma 3 and watched the GPU usage, It was barely going over 35%. I couldn't even get 30FPS

Anyone have any suggestions? ive done some searching and nothing worked so far, especially in Arma 3

 

i monitored all my CPU cores while I'm gaming to see if maybe i was maxing out and would have to overclock, but everything seems to be okay.
