My connection is unlimited but they(the ISP:Virginmedia) impliment what they call "traffic management" after a certain amount of download. You can still download (hence the unlimited) but the speed is much reduced.

  They don't care what the data is or how it connects before them (i.e. VPN or WHY) all they see is the AMOUNT of data you recieve.

I'm on Virgin media and never had this problem I get 200mb/s download speeds

Seems the traffic management policy is no more.  On reflection I should have put a lot of "used to"s in my post.

I was basically trying to explain what MIGHT BE happening to the OP's connection.

This sounds more like a 4G / LTE ISP than a Broadband/FTTH ISP. 

 

We pay about $30 (and due to horrible location barely get 10mb/s), but when we do - it's unlimited download. I queried them and they said they slow the speed down to only 25mb/s, to which i responded that was perfectly fine with me since I cant even get that on a good day.

Was a broadband provider but they have stopped that now as although it was (in their eyes) unlimited as you could still download, the ASA decided that changing the speed was limiting it.  All moot now as they have stopped that particular set of shenanigans (no doubt there are others).

A lot of data centers used to do this also, especially over in Europe. It makes sense, but I don't see it as often.
