I was going to buy the R9 390 or R9380x but i heard that the new 400 series is coming out soon. So should i just buy a GTX 750 ti and wait or go the R9 390/380X way

It will be a while before the 380x and 390 replacements come. If you do want to wait, grab a gtx 950 instead of a 750 ti. Better performance and it will have better resale value if you decide to sell it. It would also make a better backup GPU.

 

EDIT: r7 370 is also a decent option if you can find it for cheaper than a 950.

How long cause I am buying it from USA and my buying window is whenever relatives visit me in Pakistan.

Honestly, I would just grab a 390 now then, if that's what your situation is. I honestly don't expect them to be out before July - August.

Every Polaris card is expected to be out by August and Pascal is looking to be out after August. It's your call, 390 now, or equivalent later.
