It sounds like not only is it turning itself on but then timing out due to idle and going to sleep... all in 20 minutes... what are your power settings!?

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

It's literally called "power options".  Just search the start menu :)

it says:

Screen

when plugged in turn off after

10 minutes

Sleep

when plugged in, PC goes to sleep after

30 minutes

ok, so you must have been out of the room for 10 minutes longer than you thought ;)

That seems a little short, but I guess it's personal preference.

Regardless that explains why it's going to sleep, but why is it turning itself on... o.O

That could be caused by many things, almost certainly all hardware.  When I got my PC it would do the same thing, but after a while it just stopped.

That shouldn't have made it possible for the computer to cold boot itself without warning, but I guess if the problem has stopped...
