£1000 for NAS, laptop and desktop

I have a family member who needs a new PC and laptop. He wants to spend the majority of the budget on the desktop, peripherals not included. Parts can be used such as CPU and GPU. He wants to spend around £300 on the laptop. What is the best laptop for this price?

Also, what is the best custom built desktop he can build for this budget. 

I suggested that he dual purpose his desktop to be a NAS as most NAS solutions re very expensive and rubbish.

I need help and suggestions.

What does he want to do with everything? What is the desktop for, what is the laptop for, what is NAS for?
