specifications New to pc building

I'm wondering if I can get some insight on a basic, hopefully <$1000, pc build primarily used for streaming games, even from a console. Call of Duty primarily. Although I would use for other random tasks, streaming would be the most demanding. Obviously GPU type/VRAM I need help with. Cpu, Ssd, HD, motherboard, air/liquid cooling help is appreciated. I intend on using a ~600 watt power supply and 16gb RAM, and a case i can figure out.

Can you explain your use better? You said you want to stream from a console. AFAIK I don't think that is possible.

It isn't, but he wants a new pc for around 1000 so here he goes. (Assuming he already has the OS, monitor, and other peripherals. )

I recommend cutting the ram to 16GB and getting a higher rated PSU. Other than that, it's a pretty good system.

Sorry I should have clarified better. I was thinking of streaming my console gaming onto my computer, such as youtubers do, using a 3rd party system such as elgato recorder. Thanks already that helps though
