The Division Beta - CPU/fps Issues?

Does anyone know how to fix the whole cpu issue with the division beta? I have a lot of crap turned down since my specs aren't amazing, and i found a perfect medium where the game is playable. However, on task manager it shows that cpu percentage is on 99%-100% the ENTIRE time im playing. sometimes it drops down a little when im inside but idk if theres a setting i can change to reduce the usage or whatever the hell this is. If anyone knows how to optimize, this game, let me know :D

you should worry when a game doesn't use 100% of your components

It's just a cpu limited game, nothing too much can be done but reducing the number of things drawn on screen.
