Trouble installing a new SSd

Hi, I have been struggling to install a brand new SanDisk SSD plus to my windows 10 machine for some time now. The issue I see is that while the drive is seen by windows, and can be partitioned, it cannot be formatted. The specific error is to check cables and ports (done a thousand times), and to check if the drive is read only (it is not, I've checked using diskpart). At a loss of what was causing this I contacted SanDisk and, after getting me to run their diagnostic tool, RMA'd the drive and sent me a new one. The problem is, the exact same symptoms appear on the replacement. Any help would be much appreciated.

Do you have an m.2 card installed?

I do not have an m.2 card. I'm currently trying to boot gparted with a usb stick but for some reason it's not working, is there some exe equivalent?

Trying to format again on a whim has worked this time for some unknown reason. However, the drive is still not working properly- it crashes windows explorer whenever you try to transfer to it
