Hey I am new here and this is my first post, so lets go to the deal. 

So I am having problems with my new Video Card, some games run slow and jaggy like gta4 is runing about 20-30fps, when it should run 60-80fps (seen in youtube). Dead space 3 had problems but beta drivers kind of sorted it out (only one glitch apeared that dead bodys started to fly around everywhere, but it stopped later). So i need your help guys! Any solutions? is it driver problems, or maybe my OS?(I am reinstalling it tomorow if nothing helps). 

 

My PC Specs are: 
OS: Windows 7 64bit Ultimate
Procesor: Intel Core i5 2500K 
Video card: ASUS GeForce® GTX 760 DirectCU II 2GB GDDR5 
System memory: DIMM 8GB (4x2gb) DDR3 Kingston 1600mhz Hyper Blue 
Motherboard: Asus P8Z68-V 
Power suply: Corsair CX-600

 

Have tried reinstalling clean nvidia drivers and beta drivers(They helped a bit).

If you're having the problem when GTA IV is stuck in 800x600 res on low settings with 20 fps and won't let you change settings, here's how to fix it.

 

-Go to your GTA IV directory and make a .txt file called commandline.
-Inside this commandline.txt file put "-availablevidmem 2.0" without the quotation marks.
-Then go into Steam, right click on GTA 4 and press properties. 
-Then click "Set launch options".
-In the popup box put in "-nomemrestrict -norestrictions -availablevidmem 2.0" without the quotation marks. 
 
This will make GTA IV recognise 2GB of VRAM.
 
A brief explanation; for some reason GTA 4 doesn't detect graphics cards that have more than 2GB of VRAM, and treats your pc as if it's using on board graphics...

Thats not the problem, it shows that i can use 2gb, i have maxed the game out, as much as i know it should run perfectly on high settings on my machine, but it lags 20-30fps (and feels choppy).

 

P.S. Tried what you said, didnt help the same thing as it was  :mellow:
