VPN Troubleshooting

Hey all! I recently setup a vpn from my desktop at home to try to do steam in home streaming over wifi on my craptop. I tried to access a proxy site blocked by my college's wifi and still showed it as blocked and steam still doesn't give me the option to stream. I have port 1723 (I think that is what it is) forwarded, split tunneling is enabled, and my home pc is showing my laptop connected. New to this so if I need to give more info let me know I'll be happy to post screenshots if needed. Edit: After class I will see if I tether my phone to my laptop if it works, could it be the school's firewall causing issues with the vpn?
