if btoh the display and your gpu have hdmi 2.0 it should be able to get 60Hz, that said, most of the tv manufacturers dont even bother with getting a 60Hz panel.

if it has a 60Hz panel, you could try making your gpu just push out 60Hz, a lot of TVs seem to be able to process much more than they were designed for.

my 1080p tv can take in 1800p at 60Hz over hdmi just fine, even with my shitty cable, i'm sure some fine tuning and a decent cable can push the signal, and if you're lucky the tv can accept it.

I'm buying Philips 43PUH4900 4K TV, and i noticed it doesn't have any DisplayPorts

so will i be able to run it with my PC at 60Hz with HDMI?

I have R9 Fury

R9 Fury supports HDMI 1.4 only, so 4K 60Hz will not be possible.

Not at 60Hz. IIRC the only GPUs that can do that are the 950 and 960.
