Would you go with the 4460 or 6500?

I guess the 6500 would be better if you can afford it.

The difference, IMO, is minimal but it'd be nice to have a Skylake build.

I can go for more than that.. let's say 1220 was my budget. I don't want it to be super super budgety

If you do go for the 6500 make sure you upgrade the ram to ddr4 or else it won't work. Also get a motherboard with a LGA1151 socket.

That looks amazing, I was able to change to the 970 because the higher base clock and such.. get dual channel because it was a 1.90 dollar difference, and downgraded to a 120gb ssd for windows and one game.. Thank you. and would the cryorig h7 be better than that cooler? or is that really good. but I appreciate it a lot..

P.S: What would be a good overclock setting? is it possible to do 4.5 ish on 1.25 volts? or 1.2 volts? do you think it's possible

The PURE ROCK and H7 are identical. I simply chose the PURE ROCK because it matches the motherboard aesthetically better. Either would work.

I'd push the 6600K to about 1.35V if it's possible. Unlikely to get 4.5Ghz on 1.25V unless you've won the silicon lottery.

I heard it's bad to get over 1.25 on an AIR cooler, what is a good voltage for around 4.5 ghz in your opinion?

Nah, I'd probably push it 1.3V first and look at the temps, and go from there. Like I said, depends on the silicon lottery.

80C on load would be my limit. Anything below that would be fine in my book.

Go for a dual channel 2x4GB memory kit. The difference between dual and single channel is quite small, but on a new system it makes sense to me to maximize performance for the $ spent. G.Skill NT Series 8GB (2 x 4GB) DDR4-2400 Memory  or Kingston FURY 8GB (2 x 4GB) DDR4-2400 Memory would be decent choices.

80+ ratings certify electrical efficiency. Not quality.
