Strange GPU usage

Hello. I've been getting some strange GPU usage graphs in borderlands 2. My gpu is the 380x, cpu i5-4460 and OS Win10. I sometimes get small fps drops, but never under 40. Is this normal? Happens also with Skyrim with V-sync (blaming it) on, but the fps never gets under 60. Usually not in other games.

I think as long as it isn't massively dropping to like 3fps then yeah its normal

What can cause the gpu usage to drop all the way down to 0% during gameplay?
