GPU Stuck at 1137mV

I have 2 asus poseidon 980ti and they crash at anything over 1380mhz because the second card has its voltage stuck at 1137mV while the other one reacts normally to settings. I tried evga X16 asus gpu tweak II and msi afterburner and with all of them my second card still does not go over 1137mV ignoring the voltage settings. Is there any way to fix this as it causes instability in lots of applications.
