what is it?

i have an AMD card and i just found this on my PC

it must have gotten here with some game

should i delete it?

No. PhysX isn't just some particle effect or whatever implementation. It's also a collision system and is embedded in engines like Unreal Engine and such. It runs on your CPU (again this isn't the advanced effects that you can enable or disable) and doesn't kill your performance.

Actually it's been known to absolutely destroy CPU performance when you have an AMD GPU in your system.

No it hasn't. There's many games that use PhysX as it's collision system and it doesn't break AMD GPU's - actually run just fine.
