Is upgrading a laptop with amd e-350 cpu worth it

So i have this nearly 5 year old samsung laptop.

 it has 4gb ram terrible hdd and a amd e-350 cpu.

i wanted to upgrade the memory to 8 gb and swap the hdd with an ssd.

hoping to increase the speed of the laptop and be able to give it to my sister so she wont ask me for my laptop.

 

my concern is that the amd e-350 only has 2 cores running at 1.6 ghz. and looking at it it already runs at 100%

will ssd and ram improve on that and take some load off or will it still be running slow and i should just look for a new cheap laptop?

but 200 bucks is cheaper than 500-700

You would be better off spending the money on a new laptop. The E-350 APU was dreadful even when it came out. You may be able to find a laptop that was premium a year or 2 ago for cheaper. I personally had a Toshiba Satellite laptop with the similler chip (E-300 APU) and upgraded to a Dell Vostro 3350 with a Intel i5 2520 and a AMD 7450M. I stole the laptop off the seller for 150 bucks when it was only 4 years old because the screen had some light pressure marks. As long as you are a savvy shopper, you can find some amazing deals.
