Are you using the VPN in Mexico or do you want the VPN server to be located in Mexico?

Mexico isn't known for their bandwidth/connectivity so it's going to be hard to find. I did find a VPS provider for $14.95 per month (the cheapest I could find) and you might be able to install a VPN server on it depending on the protocol.
