Cheap Pc build for storage and basic stuff

I would like to build a reliable pc for basic stuff and I wont game on it.It has 1 purpose: keep my files safe and run basic programs(win10,work stuff..).Also the real challenge is that it has to be cheap as possible , budget pc. Also I have my hard drives,monitor,case and power supply.Basically all I need is mobo,ram,apu(maybe cpu if cheaper avaliable) . Also I am from Turkey and we dont have asrock... if not, get the i3-4170 with a b85 board. h97 if you need more sata ports. 8gb of ram is fine @ 1600 mhz

I wont be gaming not at all, only a pc to run fine and be reliable bcs I am going to use it for storage. I am talking about pentinum or a4 with 4gigs ram. Also budget should be close to 250$...

i would go for used parts somewhat like a 2500k i5

Cant trust on used parts here I need clean new and relaible parts but if I get a good deal then I would go for it..
