So, I have a r9 290 sapphire vapor x card and I went to update the drivers and now I can't even get to my own desktop without the screen just blacking out on me. I've already RMAd this card once and even without updating the drivers I still get some screen tearing and rarely a black out. It doesn't matter what cable or monitor I use, it just does the same thing. Please help me..

Unplug you GPU and boot into bios using the on board graphics if your motherboard supports onboard Graphics.  Go in and disable the onboard graphics and restart bios. shut down the system and put your GPU back in and try to boot again. also make sure all of your connections are good. 

 

Another thing could be that your GPU requires more power on the mother board. Look on your motherboard to see if there is another port like an 8 pin connector next to the PCIE. Some mobo require additional power to run high end GPU.

Okay, I have an MSI PC Mate Z97 mobo; after I reset the CMOS what should I do? I'm using 2 8-pin power connectors directly from my PSU. Could the integrated graphics be interfering with GPU itself? I went into the Device Manager before updating the drivers on my card and there was nothing saying that my Intel HD Graphics were being used or detected under the Display Adapters.

It really depends. It could be a million things but honestly thats how I fixed the problem. If you cleared the CMOS try starting it with the GPU in and if that doesnt work than take it out. Reconfigure your boot options in the BIOS put your OS as boot priority one and disable the others. After that disable your Integrated graphics (if its an option). Than save and shut down, reinstall your GPU and try to boot. also double check your connections, 24 pin, 8 pin, sata ports etc.

The integrated graphics were disabled by default following the instructions here  https://service.msicomputer.com/msi_user/support/techfaqdetail.aspx?formid=3136

 

But I dont know why, but it still booted without the graphics card and there was no screen tearing or blackout.
