New Build starts up, but GPU acting up.

Got all the parts for my first build today. The process went well, put too much thermal gel, like most first builders probably do.

 

At some point, I managed a computer that turned on, but had it's GPU act up.

The GPU (or at least it's fans) :
1 Starts normally with other system parts.

2 Doesn't show any video output (tried all ports)

3 Stops abruptly, unlike any other system part.

4 Starts up again a couple of seconds later.

5 Repeat 3,4,5

 

Unsure what's going on, possibly PSU power shortage ?

AMD - AMD FX-8350 Black Edition (4.0 GHz)

GIGABYTE - Gigabyte GA-970A-DS3P

CORSAIR - DDR3 Corsair Vengeance, 2 x 8 Go, 1600 MHz, CAS 10

COOLER MASTER - Cooler Master Hyper TX3 EVO
SAPPHIRE TECHNOLOGY - Sapphire Radeon R9 380X NITRO Dual-X OC (UEFI), 4 Go
SEAGATE - Seagate Desktop SSHD, 4 To
TRANSCEND - Transcend SSD360, 128 Go, SATA III
TP-LINK - TP-Link Archer T9E
AEROCOOL - Aerocool V3X Evil Black Edition, Noir/Orange
COOLER MASTER - Cooler Master G650M, 650W
ASUS - Asus VX238H

Alright, I had a similar sort of issue a while ago and turned out to be my PSU. So to test your PSU you should jump it. You can use this video to learn how to do it. You don't need to plug anything in but you just have to see if the fan with stay on.

Tried this out.

Connected my PSU to the case fans to make sure it was actually working, then tried connecting to my GPU.

The GPU fans don't turn on, even though the case fans do.

Ummmmmmm... Your GPU needs PCIe power to function. I would try booting without the GPU, there will be no video but see what it does. But if it no fans spin up, I would say plug your GPU back in and then clear the CMOS and see what hapens.

Booting without the GPU does the same thing as when I have it in. It does everything normally, except the GPU doesn't work.
