These are the parts my friend picked out, could you tinker with this and make it better?

Pc will be used to play games like Dota, CS go, garry's mode and such.

My openion was to buy a cheaper case and find a 450W psu and spend that money on a GPU

It won't get much better, I would bump the cpu up to a 4690k, but that will set you just a little over your $600 mark.
